Commercial quotas no protection

 Those who think that the commercial striper harvest is effectively controlled by quotas are ignoring the frequent reports of illegal harvest activity, oversized, undersized, and under the table.  None of this ever gets counted against the commercial quota, and many people think that it is a very sizable percentage of the legal quota.  Illegal fishing activity is a seemingly unavoidable part of commercial fishing for striped bass, and it will only end, or even be largely curtailed, by closing all markets for wild striped bass.  The link above is to a story that appeared in the Baltimore Sun on July 28, 2006.
After reading this article, many of our members asked how they could express their outrage at the "slap on the wrist" penalty that would be meted out to the offender.
